California Resources
A) Statewide funding & entry points (how people actually get $$ help)
- Medi-Cal SUD treatment (DMC-ODS). Every county runs a 24/7 SUD Access Line that can authorize/arrange covered care (detox, residential, outpatient) and often connect you to recovery housing/sober-living scholarships or vouchers when available. Call the county access line where the person lives. Full list below and here.
- DHCS Behavioral Health programs. Counties braid state/federal dollars—Drug Medi-Cal, SAPT Block Grant, CalAIM, sometimes Bridge Housing for people with serious behavioral health needs—to pay for treatment and recovery housing supports. (Ask the county Access Line for “sober-living funding/scholarship” or “recovery housing.”)
- HUD Continuum of Care (CoC). Each county/region has a CoC that funds transitional/bridge housing and services; they can point you to recovery/sober housing slots funded locally. Contact your region’s CoC lead.
- 2-1-1 California. 24/7 navigation to local treatment, faith-based programs, sober living, and emergency funds by ZIP/county. Dial 211 or use the statewide site.
- Problem gambling (all counties). Free, confidential treatment (including residential when clinically appropriate) via 1-800-GAMBLER and the California Office of Problem Gambling’s CalGETS program.
B) County funding contacts (call first—these unlock local funding)

👉 Full 58-county directory (phones + county SUD websites/provider lists): California DHCS “SUD County Access Lines.” This is the state’s official, continuously updated list for every county. Use it for any county not shown above or to verify numbers.
Tip: When you call the county line, ask specifically about “sober living or recovery housing funding/scholarships,” “CalAIM Community Supports,” or “Bridge Housing” linked to behavioral health, and whether HUD CoC or reentry funds (e.g., AB 109) are supporting local sober-living placements right now.
C) Faith-based recovery programs (admissions contacts & how to access)
These programs often combine no-cost or low-cost residential recovery with work-therapy or discipleship. Many will also help you connect to county funding when relevant.
Adult & Teen Challenge (statewide network)
- Adult & Teen Challenge USA — national directory of centers (search by state).
- Teen Challenge of Southern California (multiple centers; typically no charge to the individual) — example: Inland Empire Center (Riverside) 5445 Chicago Ave, Riverside, CA 92507; (951) 683-4241; general intake line seen as (951) 682-8990 in local listings. Call the local center to start intake.
- Adult & Teen Challenge Northern California & Northern Nevada — centers include Lincoln (Alpha Henson), Oakland (East Bay & Bradford House), Yreka (Riverside Campus). See centers page and apply.
- Redwood Adult & Teen Challenge (Eureka) — Men’s & Women’s programs; Men: (707) 268-0614; Women: (707) 442-4233.
- Teen Challenge Monterey Bay / Sierra Pacific — Men & Women’s programs; see center info and apply.
The Salvation Army — Adult Rehabilitation Centers (ARCs)
- Faith-based, work-therapy residential recovery; no-cost to low-cost depending on site. Find a California ARC near you (e.g., San Diego ARC – Otay Mesa Rd; Riverside County ARC – Orange Ave), or use the main ARC locator. Call the local ARC for intake and bed availability.
Oxford House (sober-living, peer-run; not treatment)
- Self-run sober homes across California. Use the Oxford Vacancies tool to filter by California + County, then call the House phone directly for openings and interview. (Note: Funding is usually resident-paid, but people often use county vouchers, reentry funds, or Medi-Cal-linked supports where available.)
Rescue Missions & City Ministries (examples; contact admissions)
- Union Rescue Mission (Los Angeles) — emergency & long-term recovery; 545 S. San Pedro St, LA, CA 90013; (213) 347-6300.
- Orange County Rescue Mission – Village of Hope (Tustin) — family & individual recovery housing; 1 Hope Dr, Tustin, CA 92782; (714) 247-4300.
- San Diego Rescue Mission — residential programs; 120 Elm St, San Diego, CA 92101; (619) 687-3720.
- Bay Area Rescue Mission (Richmond) — 2114 Macdonald Ave, Richmond, CA 94801; (510) 215-4555.
- CityTeam (San Jose / Oakland / SF / Peninsula) — men’s & women’s residential recovery; see local admissions contacts.
Gambling addiction (faith-friendly options available)
- Call 1-800-GAMBLER to be connected to free counseling (CalGETS) and residential options when clinically indicated. Ask for faith-aligned providers if desired.
How to use this (quick workflow)
- Call the county SUD Access Line where the person lives; ask for treatment authorization and recovery housing/sober-living funding (scholarships/vouchers/CalAIM Community Supports/Bridge Housing).
- If seeking a faith-based track, tell the county you prefer placement at Teen Challenge or a Rescue Mission program; many counties will coordinate funding/transport if clinically appropriate. Then also call the program directly to start intake.
- For sober-living homes, browse Oxford Vacancies by county and call houses with openings; ask the county about any voucher or reentry funding to help with move-in.
- If gambling is involved, also call 1-800-GAMBLER for no-cost treatment funding alongside SUD supports.
Full county directory (all 58)
For a complete, always-current list of every county’s SUD Access Line phone numbers plus official SUD websites/provider directories, use the California DHCS “SUD County Access Lines” page. It’s the authoritative state directory that counties keep updated, and it’s the front door for funding.
If you want, I can also generate a printable spreadsheet that lists each county with its access line, SUD website, and a notes column for specific sober-living/faith-based funding you learn from the county—just say the word.
